File is an 8gig ISO file but I dont have a dual layer disc is there a way to split the ISO to file across 2 DVD's?

I was thinking of opening the file up to see the vob files and making it short that way but I dont know if there is another way/program to do this which is simple to use?

you could mount the image and if a bunch of audio files extract the whole content and burn your own on dvdr or whatever.
if a dvd vob format, you can extract the vob's and create a new disc with enough vob's that will fit a disc.

I would mount the image, use DVD Shrink twice to set start/end frames for the split. Turn off compression since it's not needed.
