Yes the tube itself acts like an electrical condensor and holds the charge until released by grounding it.

I had a 17" monitor that was gutted and sitting around for a year. Just for shits and giggles I touched the inlet hole for the primary cable, gave me a nice zap.

I must admit 220v gives a much better jolt, not as much fun though especially with anything above 50 amps

just picture holding onto a spark plug while you start a lawnmower..

thats about the jolt I got.. I could barely move my arm for about 20 mins..
